Imagine walking through the cool, foggy streets of San Francisco in 1950. The fog you feel isn’t just moisture in the air; it’s potentially dangerous. In a shocking revelation, the US military conducted secret biological warfare experiments on its own citizens without their knowledge. This operation, known as Operation Sea Spray, transformed the bustling city into an unwitting laboratory for testing disease dispersion.

What Was Operation Sea Spray?

Operation Sea Spray was part of an extensive testing program that lasted from 1949 to 1969. The goal of these tests was to evaluate how vulnerable American cities were to biological attacks. The military chose cities rather than controlled lab settings to gather real-world data. In September 1950, Navy ships sprayed thousands of bacterial particles over San Francisco, affecting approximately 43% of the city’s population—around 800,000 residents.

The Bacteria Used

  • The bacteria sprayed included Serratia marcescens, which produces a red pigment and could be easily traced, and Bacillus globigii, used as a stand-in for anthrax.
  • While the military claimed these bacteria were harmless, they weren’t based on extensive studies regarding their long-term effects on humans.

The Consequences of the Experiment

Shortly after the spraying, doctors at Stanford Hospital began seeing unusual infections linked to the bacteria. Among the affected was Edward Nevin, a 75-year-old man who, after routine surgery, developed a severe infection and tragically passed away. His family was left without answers for years, as the connection to the military’s experiment was hidden from the public.

Unveiling the Truth

The truth about Operation Sea Spray didn’t come to light until 1976, when military documents were declassified. These records revealed that the biological tests had not only occurred in San Francisco but also in other cities across the US, including 239 secret tests between 1949 and 1969.

Despite the evidence pointing to a connection between the military’s activities and the infections, Nevin’s family faced obstacles when they sought justice. Although they sued the federal government in 1981, the court ruled against them, stating there was not enough conclusive proof linking the experiment to Nevin’s death.

The Bigger Picture

These tests raise essential questions about government transparency and accountability. No one has been held responsible for these experiments, and many remain unaware of their potential legacy in today’s society. The lesson from Operation Sea Spray serves as a reminder that not all historical actions come with warning labels, and civilians could unknowingly be part of larger government operations.
