During the podcast with LinkedIn co-founder Reid Hoffman, Bill Gates made a statement that India is “a kind of laboratory to try things”. This comment was met with widespread criticism, with many people accusing Bill Gates of demeaning and belittling India and its people.
People have pointed out that Gates’ remarks are insensitive and dehumanizing, reducing the people of India to mere guinea pigs. They argue that such language is not only demeaning but also dangerous.
Bill Gates’ statement, where he referred to India as a “kind of laboratory to try things,” has stirred up emotions and raised concerns about the true motives behind such words. The term “laboratory” implies a place for experimentation, devoid of consideration for the well-being and feelings of the subjects involved. This characterization has understandably offended many, as it portrays India as a mere testing ground rather than a sovereign nation with its own unique identity and values.
Is India Really A “Laboratory”? What Is Bill Gates Up To?
The Gavi Foundation has pushed several vaccine trials in India, aiming to test new vaccines and treatments.
Having gone through the 72nd report from the Department Related Parliamentary Standing Committee regarding the alleged misconduct in HPV vaccine studies by Path in India, it was quite shocking to witness Bill Gates nodding enthusiastically and grinning on prime time television while the Prime Minister addressed him in Hindi about his vision for the nation. The public’s memory tends to be short-lived, and politicians from all backgrounds seem to rely on this fleeting nature to continue their agendas, often overlooking the impact their policies have on the nation’s health.
In 2010, global media reported alarming incidents of female child deaths in Andhra Pradesh linked to HPV vaccine trials funded by the Bill & Melinda Gates Foundation.
The involvement of government bodies such as ICMR and DCGI in sanctioning these trials, along with concerns over the misuse of public funds and the endorsement of the NRHM logo, faced parliamentary investigation. –
In response to these issues, the Central Government mandated an inquiry by a leading investigative agency and advised state governments to halt further vaccinations temporarily.
The committee looking into the issue thought it was really suspicious and interesting. They noticed that the product seemed to have a monopoly and huge market potential, suggesting a clever plan to make money. The American organization, Path, used tricks that put the safety and well-being of people at risk.
In 2006, Path’s primary goal was to support the integration of the HPV vaccine Gardasil into India’s government-funded immunization program.
The inquiry committee’s experts stated that the project’s design had major flaws. They pointed out that the survey documents lacked a section to report serious adverse events, even though severe allergic reactions and other significant side effects were already recognized before the trials began. This oversight raised concerns about the project’s safety and effectiveness.
The Indian Council of Medical Research (ICMR) was apprehensive about negative publicity related to potential side effects, which led to the decision not to include provisions for “urgent expert medical attention” in cases of serious adverse events that were either known or anticipated. This decision could have serious implications for the safety of participants in the trials.
Additionally, there was no plan in place to manage critical situations like cardiac arrests or seizures that could happen during the vaccine administration. To make matters worse, there was no insurance coverage for the children involved in the trials, leaving them vulnerable in case of any serious health issues.
The Committee was alarmed that the Ethics Committees were just for show and not doing their jobs properly.
They noted that the Universal Immunization Programme was misused for private interests and warned against using public funds for private gain.
The project was reportedly funded by the Bill and Melinda Gates Foundation, with vaccines donated by manufacturers. – When the Committee asked if there was a criminal investigation against Path, they received no response.
The Committee was shocked that the DCGI only repeated old steps in their action report, with no real accountability. – They were worried that Path set up an office in India without the necessary approvals.
The Committee found it odd that security agencies didn’t question how a foreign group entered India unnoticed.
They viewed Path’s actions as a serious violation of trust, medical ethics, and children’s rights.
The Parliamentary Standing Committee criticized ICMR for promoting a drug in the immunization program before it was approved.
The ICMR reported significant breaches of protocol regarding informed consent in Andhra Pradesh, noting that: A total of 9,543 consent forms were collected, with 1,948 containing thumb impressions and 2,763 signed by hostel wardens. In Gujarat, 6,217 forms were signed, of which 3,944 included thumb impressions. A considerable number of parents and guardians were illiterate, unable to sign even in their native language. Furthermore, wardens, teachers, and headmasters lacked written authorization from parents or guardians to sign on behalf of their daughters. Many forms were missing witness signatures, and neither photographs nor photo ID cards of parents, guardians, or wardens were attached to the consent forms. Additionally, several forms lacked signatures from investigators, and in some cases, the signatures of parents or guardians did not correspond with their names. There were also instances where the vaccination dates on the forms preceded the dates of the signatures.
The Director General of ICMR acknowledged that numerous consent forms were completed by the principal on behalf of the students, admitting significant violations in the documentation of serious adverse effects. The Committee determined that the consent forms were filled out carelessly, lacking completeness and accuracy, and were marked by serious irregularities. Senior officials recognized that ICMR’s involvement in the Project Advisory Committee suggested a “conflict of interest,” thereby placing a moral obligation on ICMR for the various reported irregularities. This neglect of duty extended to ICMR seemingly acting under the influence of the manufacturers. For instance, it was noted that “States were not even capable of monitoring the adverse effects.” The actions of Path received “the strongest condemnation.”
The Drugs Controller General of India (DCGI) faced harsh criticism as well.
“DCGI had a questionable role… it stayed silent while its own rules were being openly broken.”
The Parliamentary Standing Committee discovered conflicts of interest within the Enquiry Committee. Members and experts did not disclose relevant information. The Committee noted that one individual accepted hospitality from trial sponsors during a trip to Seoul for a conference, which was not revealed. Upon investigation, the Committee found that this serious conflict of interest was treated lightly.
The ability of vaccine manufacturers and supporters to evade numerous illegalities in marketing HPV vaccines, along with the endorsement from the Prime Minister of India, set the stage for the covert approval of COVID vaccines in India. Serious adverse events were kept hidden. The true number of deaths linked to vaccines may never be known. The sudden, unexplained deaths of young individuals shortly after vaccination are unlikely to be investigated.
The judiciary seems reluctant to permit any inquiry, possibly fearing that a judicial review could lead to vaccine hesitancy.
Meanwhile, the high number of COVID vaccine-related deaths remains a well-guarded secret in India.
Gavi and the Government of India have formed a new partnership to safeguard millions of children by 2026, despite previous misleading actions.
Gavi is set to invest $250 million to help children in India who have not received any vaccinations, known as zero-dose children, by partnering with the Indian government in a new strategic initiative.
This collaboration aims to increase the demand for vaccines, enhance healthcare systems, and introduce new vaccines for HPV and typhoid into regular immunization programs, with a target to reduce the number of zero-dose children in India by 30% by the year 2026.
Dr. Seth Berkley, the CEO of Gavi, emphasized that India has demonstrated significant progress in improving access to vaccination services through innovative actions at both national and local levels. He expressed eagerness to continue working with the Indian government to further this progress and support the country’s goals for the G20 summit.
Geneva, 03 February 2023 – Gavi, the Vaccine Alliance, in collaboration with the Government of India, has launched a new three-year initiative aimed at providing life-saving vaccines to millions of children throughout the country. This strategic partnership will see Gavi invest US$ 250 million to locate and immunize children who have not yet received any routine vaccinations, enhance existing healthcare systems, and facilitate the introduction of the human papillomavirus (HPV) vaccine and the typhoid conjugate vaccine (TCV) into the national immunization program.
To achieve the objective of reducing the number of “zero-dose” children by 30%, 143 priority districts have been selected across 11 states: Uttar Pradesh, Rajasthan, Madhya Pradesh, Bihar, Haryana, Maharashtra, Jharkhand, Meghalaya, Mizoram, Arunachal Pradesh, and Nagaland. In areas with low immunization rates, targeted interventions and strategies will be implemented to ensure that children complete their vaccination schedules. Additionally, civil society organizations (CSOs) and non-governmental organizations (NGOs) will be involved to foster greater demand for vaccines and enhance community awareness regarding the significance of vaccination. Insights gained from these initiatives will be replicated and scaled to other regions, contributing to the overall strengthening of routine immunization efforts nationwide.
Dr. Seth Berkley, CEO of Gavi, stated, “We are eager to collaborate closely with the Government of India to build upon this momentum, extend support to more communities, and safeguard millions of additional children from vaccine-preventable diseases.” He also expressed support for India’s G20 Presidency and its initiative to improve preparedness for future pandemics.
India has consistently advocated for digital technologies and innovative healthcare solutions, and this focus will remain a key priority during its G20 presidency, particularly within the G20 Health Track. A notable example is the Electronic Vaccine Intelligence Network (eVIN), which was developed in 2015 with the assistance of Gavi and other partners to provide real-time monitoring of vaccine supply chains. During the pandemic, eVIN was adapted and rebranded as Co-WIN to facilitate the distribution of COVID-19 vaccines to a broader population. Gavi plans to highlight this initiative and other groundbreaking solutions in forthcoming G20 discussions to influence the Digital Health agenda.
Gavi, the Vaccine Alliance
Gavi serves as a co-convener of COVAX, which is the vaccine component of the Access to COVID-19 Tools (ACT) Accelerator, in collaboration with the Coalition for Epidemic Preparedness Innovations (CEPI), the World Health Organization (WHO), and UNICEF.
Gavi works closely with its Alliance partners, including UNICEF and WHO, as well as various governments, to ensure country readiness and effective delivery. The Vaccine Alliance unites developing nations and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society organizations, the Bill & Melinda Gates Foundation, and other private sector collaborators.
Numerous doctors have expressed concern about the unknown number of Gates-funded NGOs conducting similar trials in India and Africa. They find it troubling how effortlessly these organizations influence our governance and policies, treating us as guinea pigs.
