Former Mumbai Police Commissioner Paramvir Singh, who swore to uphold the law, blatantly violated the law. Despite being the police chief, Paramvir Singh, who pioneered the trend of using the police force as a gang of goons to make illegal money, is currently a named accused in the Disha Salian case, along with Aditya Thackeray, Rhea Chakraborty, and others. Disha Salian’s father, Satish Salian, and his lawyer, Nilesh Ojha, named these accused when the Disha Salian case was transferred from the Mumbai Police to the CBI. However, despite being named accused, the CBI has yet to take Paramvir Singh into custody and interrogate along with the other accused. It is said that this is due to Paramvir Singh’s machinations, which is why the CBI is still not interrogating any of the named accused in the Disha Salian case.
This is not the first time when Paramvir Singh has been named as a named accused in a case. Questions were raised about him during the National Investigation Agency (NIA) investigations into extortion through police, the Antilia bomb blast, and the Mansukh Hiren murder case. Assistant Police Inspector Sachin Vaze, who worked for him, went to jail and was dismissed from service, but his boss, Paramvir Singh, was not harmed. He completed his service and only then retired. Regardless of the type of case against him, and regardless of the political party in power, everyone was his lackey. He himself was from the police department, which has frequent contact with the investigating agency. Therefore, he was never implicated in any charges; on the contrary, they secretly helped him. At the time of the major incidents of the Antilia bomb blast and the death of Disha Salian, the Maha Vikas Aghadi government in Maharashtra was headed by Uddhav Thackeray as Chief Minister. Currently, Maharashtra is under the NDA coalition government headed by Devendra Fadnavis. As per the court order, took the Disha Salian case from the Mumbai Police and handed it over to the CBI, in which Paramvir Singh is a named accused. However, the ruling party in Maharashtra and the investigating agency in charge seem to have no bearing on Paramvir Singh’s well-being. Despite being a named accused, he continues to roam freely and resort to various tactics to exonerate not only himself but also his co-accused in the case. Let’s learn about the allegations against this supremely cunning Paramvir Singh and their consequences.
Former Mumbai Police Commissioner Parambir Singh was charged with five criminal cases in Maharashtra. Most of these cases involved extortion, corruption, and criminal conspiracy.
Furthermore, questions were raised about him during the National Investigation Agency (NIA) investigations into the Antilia bomb scare and the Mansukh Hiren murder cases.
The full details of the main cases filed against Parambir Singh and their outcomes are given below:
Goregaon extortion case: This case was registered on the complaint of hotelier Bimal Agarwal. It was alleged that Singh and dismissed police officer Sachin Vaze extorted ₹9 lakh and a valuable smartphone in exchange for not raiding his bar and restaurant.
Thane Kopri extortion case: This case was registered on the complaint of builder Shyamsunder Agarwal and his nephew Sharad Agarwal. It was alleged that Singh demanded ₹15 crore by threatening to implicate them in a false MCOCA case.
Thane Nagar extortion case: This case was registered on the complaint of businessmen Ketan Tanna and Sonu Jalan. They alleged that in 2018, when Singh was the Thane Police Commissioner, they were extorted more than ₹4 crore.
Marine Drive Case: A case was registered at the Marine Drive Police Station based on another complaint by Shyamsunder Agarwal.
Complaint by ACP Bhimrao Ghadge: Bhimrao Ghadge, a former ACP (then Inspector) who worked under Parambir Singh, alleged that Singh forced him to drop charges against certain accused and extort money, and when he refused, he was implicated in false cases.
Regarding the outcome of these cases, Parambir Singh initially faced significant difficulties, with the court even declaring him a “fugitive.” However, he later received significant relief on both legal and administrative fronts.
Transfer of Investigation by the Supreme Court: In March 2022, the Supreme Court delivered a significant decision, transferring all five FIRs and departmental inquiries registered with the Maharashtra Police to the CBI. The court believed that an impartial investigation was necessary due to the ongoing dispute between the state government and Parambir Singh. The Supreme Court also granted him protection from arrest.
Clean Chit from CBI: In January 2024, the CBI filed a closure report in the Sharad Agarwal extortion case in the Thane court. The CBI found no concrete evidence against Parambir Singh. Furthermore, the CBI also filed a closure report in the Bhimrao Ghadge case.
All departmental charges dismissed and suspension revoked: In May 2023, the Maharashtra government, following an order from the Central Administrative Tribunal (CAT), dropped all departmental inquiries and charges against Parambir Singh. His suspension was revoked, and the period of his suspension was considered ‘on duty’. He was honorably retired.
Current status of Antilia case:The NIA had made some serious insinuations in the charge sheet in the Antilia case (such as the allegation of paying money to a cyber expert), but had not named him as an accused. Recently, former ACP Bhimrao Ghadge filed a petition in the NIA court demanding that Parambir Singh be made an accused in the case, which is currently under legal process.
In short, the investigation of the cases registered against Parambir Singh was taken away from the state police and handed over to the CBI, where he has received a clean chit in several cases, and the state government has also withdrawn all administrative charges against him. Currently, he is resorting to maneuvering to secure a clean chit in cases like Disha Salian’s, in which he has not yet received a clean chit.
