
Govt to raise total loans worth Rs 72,901.3097 crore

Patna, May 13: The Bihar cabinet on Wednesday approved two per cent increase in Dearness Allowance for its employees, pensioners and family pensioners getting revised salary/pension as per 7th pay commission’s recommendations.
The DA has been hiked from 58 per cent to 60 per cent which will be payable with effect from January 01, 2026, Cabinet Secretariat Department’s Additional Chief Secretary Arvind Kumar Chaudhary told reporters here in a post cabinet briefing held at IPRD’s conference room.
Similarly, it also hiked five (05) per cent DA from 257 per cent to 262 per cent for its employees, pensioners and family pensioners getting revised salary/pension as per 6th pay commission’s recommendations, Chaudhary said adding that employees/pensioners getting salary/pension as per 5th pay commission’s recommendations will now get nine (09) per cent DA hike from 474 to 483 per cent.
The hiked DA will be payable to them from January 01, 2026, he added.
A total of 19 decisions were taken at today’s cabinet meeting chaired by Chief Minister Samrat Choudhary.
GOVT TO TAKE LOANS WORHT RS 72,901 CRORE
In yet another important decision, the cabinet also approved the finance department’s proposal to raise total loans amounting to Rs 72,901.3097 crore including Rs 64,141.2820 crore market loans for development and other purposes, ACS said.
DECISIONS RELATING INDUSTRIES
The cabinet also gave its nod to transfer 100 acres of land to Food Processing Industries, Government of India, for setting up National Institute of Food Technology, Entrepreneurship and Management (NIFTEM) in Vaishali district, Chaudhary said adding that the land has been transferred free of cost through Infrastructure Development Authority (IDA), Patna. IDA’s board has been authorised for taking final decision for the selection of the said land for the purpose.
The setting up of the NIFTEM campus in the state will make the youth enable in getting high quality technical education and skill training which will, in turn, develop skilled human resources and boost food processing industries, he said.
It also approved a private investment proposal for setting up a dairy plant at Industrial Area, Sikandarpur Bihta cluster in Patna district as per the provisions of Bihar Industrial Investment Promotion Rules 2016, ACS said and added the plant will be set up an estimated investment of Rs 97.17 crore.
The plant will produce 84000 litres per day full cream milk, 36,000 litres per day toned milk, 60,000 litres per day curd, 20,000 litres per day Chhanch, 1980 litres per day butter. The plant will create both direct employment for 170 skilled and unskilled workers.
In another decision, the cabinet renamed “Mukhya Mantri Sukshm Evam Laghu Udyog Cluster Vikas Yojana” as “Mukhya Mantri Sukshm, Laghu Evam Madhyam Udyog Cluster Vikas Yojana”, he said and added that state level committee constituted under the scheme has further been strengthened besides making it more inclusive.
BIADA has been nominated as SPV for setting up Common Facility Centre (CFC) in BIADA’s industrial area, he said and added that the move would help attract investors, increase quality of production and make it globally competitive besides creating employment opportunities.
It also decided to extend the tenure of Bihar Industrial Investment Promotion Package (BIIPP) 2025 till June 30, 2026 besides making certain amendments to BIIPP 2025 and BIIPP 2016.
As per the amendment, the project cost of mega unit will be more than Rs 200 crore and will go up to Rs 500 crore, besides concession in land allotment. It means that the land will be allotted proportionately at a lower rate for period of 30 years, 60 years and 90 years.
POST OF SP (RURAL) CREATED IN FIVE DIST
It also gave its nod to home department’s proposal to create post of Superintendent of Police (Rural) in five districts of the state, namely East Champaran, Samastipur, Madhubani, Vaishali and Siwan as these districts are highly sensitive to both crime and communal tension.
NEW DEGREE COLLEGES WILL BE OPENED IN THREE BLOCKS
It also gave its nod for opening three new degree colleges in West Champaran and Munger district as part of its Saat Nischay-3 (2025-30) programme “Unnat Shiksha-Ujjwal Bhavishya (Advanced Education-Bright Future), Chaudhary said. Under Saaat Nishcay-3, a degree college will be opened in each block of the state.
The new degree college will be opened Piprasi and Bhitaha blocks of West Champaran district and Tetiya Bambar block of Munger district. It also sanctioned creation of 132 teaching and non teaching posts in all the three degree colleges.
LAND TRANSFER FOR CISF TRAINING CENTRE & SEMEN STATION
It approved transfer of 79.92 acres of land at Mauja Gopalpur in Lakhisarai district to dairy, fisheries and animal resources department for setting up a semen station.
It also transferred 110.12 acres of land to CISF, Ministry of Home Affairs, Govt of India for setting up CISF recruitment training centre at mauja Budhnai in Pothiya circle of Kishanganj district.
ARTIFICIAL INTELLIGENCE
The cabinet also gave its nod for selection of Global Finance and Technology Network (GFTN), Singapore on nomination in order to create AI eco system and further strengthening skill development and innovation as part of the state government’s initiative to make it a leading state in AI field.
The state government has constituted Bihar Artificial Intelligence Mission with a view to establishing the state as one of the leading states in AI field.
The selection of M/s GFTN, Singapore will help fulfill its various objectives that includes- a five month modern AI Certification programme will be launched with the support of GFTN, NUS-AIDF (National University of Singapore- Asian Institute of Digital Finance) and Linux Foundation, 7000 students (STEM/Non-STEM, Graduate/Post Graduate) will be trained in five years.
Bihar- through GFTN’s 12 global platforms (Singapore FinTech Festival, Point Zero Forum Zurich, Black Swan Summit, Bangkok Digital Finance Forum, GFTN Forum Japan etc)- will be presented before global investors, technology companies and policy makers.
