External Affairs Minister S. Jaishankar will be on an official visit to Russia on August 23 and 24. During this visit, he will co-chair the 27th session of the IRIGC-TEC and is also scheduled to meet with his Russian counterpart, Sergey Lavrov.
The Ministry of External Affairs (MEA) issued a statement on Saturday announcing this. According to the statement, the External Affairs Minister will be on an official visit to Russia on August 23-24 at the invitation of First Deputy Prime Minister of the Russian Federation, Denis Manturov. He will co-chair the 27th session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC).
Jaishankar will also meet with the Russian Foreign Minister.
It further stated that during this visit, Jaishankar will also meet with the Russian Foreign Minister, Sergey Lavrov, and exchange views on regional and global issues. Jaishankar met Russian Foreign Minister Sergey Lavrov in July 2026 during the ASEAN meetings in Manila, the capital of the Philippines.
Sharing details of the meeting, Jaishankar told X-Post that he had a thorough review of bilateral relations with Russian Foreign Minister Sergey Lavrov. He reiterated his deep concern regarding the safety of Indian sailors in the region.
The discussions covered various aspects of the India-Russia partnership, including trade and investment, energy and connectivity, science and technology, and mobility. He also discussed the Ukraine conflict and the situation in the Gulf countries.
According to the Ministry of External Affairs, the Inter-Governmental Commission is a mechanism that regularly monitors progress in the areas of trade and economic cooperation between the two countries. It was established in May 1992 under the Agreement on the Inter-Governmental Commission on Trade, Economic, Scientific and Technological Cooperation.
The first session of the IRIGC was held on 13 and 14 September 1994. To date, 26 meetings of the IRIGC have been held. The 26th session of the IRIGC was held in Moscow on 20 August 2025, while the 25th was held in New Delhi. It is the premier apex forum for reviewing bilateral economic cooperation and relations between India and Russia. Meetings of the Commission are co-chaired by the External Affairs Minister (or Minister-designate) of India and the Deputy Prime Minister of the Russian Federation.
