13 May 2026 Patna: The Bihar Cabinet today approved four significant proposals aimed at accelerating industrial development, promoting investment, strengthening the rural economy, and enhancing the ease of doing business in the state. These decisions are expected to create a more conducive and transparent industrial ecosystem while attracting fresh investments to Bihar.
The Cabinet granted in-principle approval for the transfer of 100 acres of land free of cost to the Government of India for the establishment of the National Institute of Food Technology Entrepreneurship and Management (NIFTEM) in the industrial area being developed in Vaishali district. The final decision regarding land selection will be taken by the Board of Directors of the Infrastructure Development Authority, Bihar, Patna. The proposed land forms part of the 1,243.45-acre industrial area expansion project. Establishment of NIFTEM is expected to provide high-quality technical education and skill training to local youth and significantly boost the food processing sector in the state.Following detailed deliberations and analysis of incentives being provided under the Bihar Industrial Investment Promotion Policy (BIIPP), 2025, the Cabinet approved extension of the policy till 30 June 2026 along with amendments in both BIIPP 2025 and BIIPP 2016. Under the revised framework, milestone-based provisions for project implementation have been introduced. In addition, the investment threshold for classification of mega units has been enhanced from ₹200 crore to ₹500 crore. Amendments have also been made in the land allotment policy, enabling the Bihar Industrial Area Development Authority (BIADA) to allot land at concessional rates for periods of 30, 60, or 90 years. These reforms are expected to provide long-term stability to investors and encourage sustained industrial investment in Bihar.
The Cabinet also approved amendments to the Chief Minister Micro and Small Industries Cluster Development Scheme, which will now be known as the “Chief Minister Micro, Small and Medium Enterprises Cluster Development Scheme.” The State-Level Committee constituted under the scheme has been made more inclusive and empowered. Further, BIADA has been designated as the Special Purpose Vehicle (SPV) for establishment of Common Facility Centres (CFCs) in BIADA industrial areas. The initiative is expected to improve productivity and quality standards of industrial units and strengthen the competitiveness of Bihar’s MSME sector at the national and global levels.
The Cabinet further approved a private capital investment proposal of ₹97.17 crore by M/s Nif Private Limited (Namaste India Foods Private Limited) for establishment of a dairy production unit in the Sikandarpur-Bihta Cluster in Patna district. The proposed unit will manufacture full cream milk, toned milk, curd, buttermilk, and butter. The project is expected to enhance dairy processing capacity in the state and generate direct employment for approximately 170 skilled and unskilled workers.
Speaking on the occasion, Shri Kundan Kumar, Secretary, Department of Industries, Government of Bihar, and Managing Director, Bihar Industrial Area Development Authority (BIADA), stated that the proposals approved by the state government would provide fresh momentum to industrial investment, MSME development, food processing, and skill development in Bihar. He said that the amendments, along with projects such as NIFTEM and the dairy production unit, would create a more attractive industrial environment for investors while generating new opportunities for employment and training for the youth.
The decisions approved by the Bihar Cabinet are expected to significantly strengthen industrial growth, investment promotion, skill development, and employment generation in the state.
