-Revenue of ₹11,247 crore from non-GST sources
Patna, April 2.
Commercial Tax Department Minister Bijendra Prasad Yadav said on Thursday that the department has collected a record revenue of ₹43,324 crore in the financial year 2025-26, including revenue from GST, VAT, and other sources.
Addressing reporters at the Tax Building, he shared that the department has collected ₹43,324.79 crore in the financial year 2025-26, representing a 4.09 percent increase from the previous year. The department collected ₹41,623.96 crore in the previous fiscal year 2024-25.
Secretary Sanjay Kumar Singh stated that out of the revenue collection of ₹43,324.79 crore, the department collected ₹32,801 crore in Goods and Services Tax (GST) alone, an increase of 11.7 percent over the revenue collected in the fiscal year 2024-25. The central government subsequently deducted ₹724 crore to cover the shortfall in the IGST balance, reducing the state’s GST collection to ₹32,077.22 crore. Despite this reduction, the state recorded a 9.20 percent increase in GST collections, compared to the national GST growth of 6 percent. He stated that Bihar ranks fourth in the country in GST collection growth.
Mr. Yadav stated that the department achieved high gross collections despite the reduction in GST slabs on several items, including consumer goods. He further stated that the state recorded a 10.60 percent increase in all-cash collections (SGST, CGST, IGST, and cess) in the financial year 2025-26 compared to 2024-25. He stated that Bihar’s growth was second only to Karnataka. He noted that these are provisional figures, as collections may increase due to the profession tax, the figures for which will be reflected with a slight delay.

He stated that the department has performed commendably in terms of record revenue collections despite the reduction in GST rates and the assembly elections. In March 2026 alone, compared to March 2025, total GST collections in Bihar increased by 13 percent compared to March 2026, while the national GST collection growth was five percent.

It is worth noting that the Commercial Tax Department collects taxes in four categories: GST, VAT on petrol/diesel, electricity duty, and professional tax. The Minister informed that the department has collected a total of ₹11,247.57 crore in non-GST collections, including ₹10,037.38 crore in VAT on petrol, ₹983.81 crore in electricity duty, and ₹226.38 crore in profession tax.

*Major achievement in registration too*
Minister Shri Yadav informed that significant progress has been made in the state towards revenue collection from registration. He informed that in the financial year 2025–26, the Registration Department achieved revenue of ₹8,403.46 crore against the target of ₹8,250 crore. This is 101.86 percent of the target. Previously, in the financial year 2024–25, against the target of ₹7,500 crore, ₹7,648.88 crore was achieved (101.98 percent). Thus, revenue collections have increased by ₹754.58 crore (9.86 percent) in the current fiscal year. He also mentioned the top five districts and offices receiving revenue from registration. He said that on March 31st alone, 14,905 documents were registered, and the Registration Department received ₹107.74 crore in revenue.
