
Shivir will be held in panchayats sequentially on Ist & 3rd Tuesday of every month; accountability will be fixed to ensure resolution of problems.
Patna, May 14: With a view to resolving the problems/grievances of people residing in rural areas, ‘Sahyog Shivir’ will be organised at the panchayat level sequentially on the first and second Tuesday of every month from May 19 to ensure time-bound redressal of their grievances.
The initiative is part of the state govt’s ‘Ease of Living’ under Saat Nischay-3, aimed at delivering services at citizens’ doorsteps.
State’s Chief Secretary Pratyaya Amrit has issued a letter with detailed guidelines to all Divisional Commissioners, District Magistrates, Senior Superintendents of Police and Superintendents of Police for holding these ‘Shivir’ (camps) across the state.
According to the letter, ‘Shivir’ will be organized at Panchayat Sarkar Bhawan, (Panchayat building) or at a nearby public place. Officials from all departments will be present at ‘Shivir’. People will have the facility of submitting applications relating to their problems/grievances both in online and offline mode. A detailed letter has been issued General Administration Department’s Secretary Mohammad Sohail in this regard.
The process of making application at these ‘Shivirs’, which will be held at the gram panchayat level, will begin 30 days in advance. All applications and complaints will be registered and resolved through the Samvad Samadhan Portal.
DMs TO DECIDE THE NUMBERS OF SAHYOG SHIVIR
District Magistrates (DMs) have been given full authority to determine the number of ‘Shivir’ (camps) to be held in panchayats. This means that the DM will decide in how many panchayats camps will be held on a particular Tuesday. DMs will be able to determine the number of camps at the block or gram panchayat level based on the availability and deployment of officials in their districts.
The camps will be chaired by the District Magistrate, Deputy Development Commissioner/Additional Collector or equivalent officer, district-level officers of the Bihar Administrative Service and Sub-Divisional Officer/Deputy Collector Land Reforms. Equivalent-ranking police officers will also be present along with these administrative officials on the occasion.
OFFICIALS WILL HAVE TO PROVIDE VALID REASONS FOR NON REDRESSAL OF GRIEVANCES
In the event of delay in resolving the issues brought to these camps, the officials of the department concerned will be required to explain the valid reasons for the delay and cite the relevant departmental rules for non-resolution in order to satisfy the applicant. Besides, they will inform the complainant about a specific date by which the issue is expected to be resolved.
EXISTING ARRANGEMENT CURRENTLY IN PLACE
In a letter issued by Chief Secretary, it has been clearly mentioned that under Saat Nischay-3, keeping in mind the goal of “Respect for All – Easier Life”, people’s problems are being resolved respectfully and sensitively on two working days every week – Monday and Friday – in all government offices at the gram panchayat, police station, circle office, block, subdivision, district, division, and state levels.
This new arrangement has been introduced in addition to the existing system aimed at easily receiving grievances from public and ensuring their timely resolution. Under this, panchayat-wise ‘Sahyog Shivir’ have to be organized on the first and third Tuesday of every month.
