Patna, Apr 27: Buoyed by record revenue collection of Rs 8403.46 crore in 2025-26 which is 101.86 per cent of the target, Registration Department has set an ambitious revenue collection target of Rs 10,000 crore in the current financial year of 20262-7.
Terming the achievement of revenue collections of 101.86 per cent a milestone, Deputy Chief Minister Bijendra Prasad Yadav, who also holds Prohibition, Excise & Registration Department, said on Monday that the data shows department’s sustained growth that resulted in strong revenue collections.
Yadav, who was accompanied by Department’s Secretary Ajay Yadav and other officials, was addressing a press conference here at Soochana Bhawan’s conference hall to highlight his department’s achievements of one year.
The department had collected Rs 8403.46 crore as revenue in 2025-26 against its target of Rs 8250 crore, Yadav said adding that department had collected Rs 7648.88 crore in 2024-25, thus registering an additional collection of Rs 754.58 crore. The department collected Rs 4257 crore in 2020-21, he added.
The high revenue collection is the result of department’s robust working mechanism, technical innovation, effective monitoring and dedicated efforts by officials and employees, the minister said while asserting that the department has now set an ambitious revenue collection target of Rs 10,000 crore in the current fiscal.
Talking about department’s future planning, he said that the state cabinet has already given approval to constitute “Bihar Nibandhan Miyamawali 2026 (Bihar Registration Rules 2026)” in order to make the entire registration process “paperless”, Yadav said adding initiatives have been taken for further action to make registration of documents completely paperless.
With the implementation of the Rules 2026, the registration process will become completely paperless. The move would allow the parties not to prepare documents in physical form and would carry digital signatures of registration officials and the parties, he said.
The old documents will be digitised completely, he said adding that human interface will be minimised and system will be made transparent with the use of mobile app and GIS technique for deciding the categories of land.
Senior citizens aged 80 years and above in the state will be able to get their land/plot/flat and other types of registrations done from the comfort of their homes.
Digitisation process has been started to make true copies available to the common people following the computerised registration system.
All the 2.34 crore registered documents between 1995 and 2026 have already been digitised, he said adding that the department has set the target of completing digitisation work in the current financial year.
PROHIBITION & EXCISE
A total of 17,18,058 accused persons have been arrested for violating liquor law that has been in force since April 01, 2016 in the state. The manufacturing, import, storage, sale and consumption of liquor is illegal under the Prohibition law. Of the 17,18,058 cases, 7,75,979 persons have been arrested by Prohibition & Excise Department while 9,42,079 persons have been arrested by the police.
Similarly, a total of 11,37,731 cases relating violation of liquor law have been lodged in the past 10 years. Of the total cases lodged, Prohibition & Excise Department has lodged 5,60,639 cases while Police have lodged 5,77,092 cases.
Of the 4,83,20,249 litres which have been jointly recovered by the department and police during the period of 10 years, 2,40,46354 litres of foreign liquor and 2,42,73,895 litres of country made liquor have been recovered so far.
The authorities concerned have so far destroyed 4,73,01,958 litres which is 98 per cent of the total seized liquor.
Raids have been carried out with the help of drones in the state. A total of 42 drones are currently operational in the state. A total of 5090 persons have been arrested while 5174548 litres of liquor and 366 vehicles have been seized in 8834 cases lodged after carrying out 164474 raids between January 2022 and March 31, 2026.
The services of sniffer dogs are being taken to catch liquor related cases. The call centres have been receiving 300-400 calls per day now against 70-80 calls that used to come at these centres earlier.
