Patna, April 30, 2026: Chief Minister Shri Samrat Chaudhary inaugurated a one-day workshop and review meeting with district officials and superintendents of police from all districts of the state at the Convention Hall by lighting a lamp. The meeting included a detailed review of the progress of various schemes, the law and order situation, and important issues related to public service.
Addressing the workshop on this occasion, the Chief Minister said that a one-day workshop has been organized today for the District Magistrates, Senior Superintendents of Police/Superintendents of Police, and other regional officials from all districts, and you are all present. The Chief Secretary and Director General of Police presented their views at this workshop. The Chief Minister stated that he has 27 years of political experience. He entered the House for the first time on May 19, 1999. As a Minister and MLA, he became familiar with the administration as well as the public’s problems. As a public representative, he realized that if the District Magistrate and Superintendent of Police of a district perform well, fewer cases related to public problems come to the representatives. The people of the district directly benefit from the excellent work of the District Magistrate and Superintendent of Police. Under the leadership of respected Prime Minister Shri Narendra Modi and Home Minister Shri Amit Shah, many irrelevant laws in the country have been repealed. Administration has been made transparent and accessible. Under the leadership of respected Shri Nitish Kumar, Bihar has progressed on the path of development in the last 20 years. Progress has been made in all areas, including law and order, electricity, and roads. The state’s citizens have benefited from the good governance established in the state.

If the District Magistrate and Superintendent of Police personally guarantee security and facilities to an industrialist in their district, the industrialist will wholeheartedly set up and expand their industry. The government enacts laws and creates new schemes, and you all have to implement them on the ground. The District Magistrate and Superintendent of Police should demonstrate strong willpower and properly implement all the laws and schemes that have been created. He said that the District Magistrate and Superintendent of Police should be in their offices from 10 am to 1 pm, meeting people, and solving their problems. The more people you meet, the more information you will gain about the district, facilitating its development. People working and living in Bihar should be aware of the facilities available there. There should be an ease of living standard for the people. He said that many cases of road accidents are being reported, and the Disaster Management Department is providing a grant of ₹4 lakh to affected families. To prevent road accidents, work should be done systematically.
The Chief Minister said that there should be no laxity in the safety of girls and women. The Police Didi concept has been introduced, and it should be implemented effectively. Ensure that girls come and go to school safely. The incident involving the Executive Officer in Bhagalpur is tragic. He bravely confronted the criminals and sacrificed his life. The state government is providing a grant of ₹25 lakh to his dependents, and his last rites were performed with state honors. The government stands with the families of such dedicated officials. The police should work diligently to ensure that criminals do not dare to commit any misdeeds.
The Chief Minister said that former Chief Minister Shri Nitish Kumar implemented the prohibition law. We must work diligently to ensure the successful implementation of prohibition. Take strict action against those selling liquor. Completely dismantle illegal trade. Launch an intensive campaign against narcotics. Identify and take strict action against those in the police and administration who are providing protection to the smuggling of liquor and drugs. He said that we will organize cooperation camps at the Panchayat level on the first and third Tuesdays of the month, in which the concerned officer will be required to decide on any application related to problems within 30 days. There should be no tendency to delay matters; officers and police should act as allies to the public.

Patients should be referred outside the district only if treatment is not possible there. All district hospitals should be upgraded by July 1st and subdivisional hospitals by August 15th, ensuring that patients are not referred outside. He said that model schools should be developed on the lines of Netarhat and Simultala Vidyalayas. Work diligently to establish model schools in all 533 blocks. Make the schools so unique that people are eager to send their children there. Degree colleges are being opened in all blocks; proper educational facilities should be provided there.
The Chief Minister said that we have set a target of providing jobs and employment to 10 million people in the next five years. If we all work properly, we can provide employment to up to 50 million people. Under the leadership of Shri Nitish Kumar, our government conducted a caste-based census. Now, the census is being conducted by the central government. In this census, all households should be properly marked. Information should be gathered about who came from where and what kind of residents they are. Regardless of their religion, if they are residents of India, they will be provided with all kinds of facilities, but if they are infiltrators, they will be expelled from Bihar.
The Chief Minister said that officials and employees of Bihar will be given two days off for Bihar Darshan, during which they will thoroughly understand Bihar’s glorious past, history, and heritage. All District Magistrates should identify at least 50 destination spots in their respective districts and further develop them. He said that India will become prosperous only when Bihar becomes prosperous.
During the program, Director General of Police, Operations, Mr. Kundan Krishnan, provided detailed information on law and order and crime control through a presentation.
