Under the chairmanship of Bihar’s Chief Secretary, Pratyaya Amrit, a high-level joint review meeting of key centrally sponsored PMG (PMG) projects and PRAGATI schemes was held today at the Secretariat’s Convention Hall.
During the meeting, the latest status of major projects related to the state’s infrastructure development, cooperation sector, and urban sanitation was reviewed, and a roadmap was set to accelerate their execution.
Under the important AIIMS Darbhanga project, officials were directed to complete the shifting of 400 KVA high-tension (HT) power lines in mission mode by May 15, 2026. The Health Department was also instructed to promptly send a technical proposal to the Central Health Ministry for land filling and construction of a ring bund within the campus.
The ambitious Integrated Manufacturing Cluster Gaya project is expected to generate around 110,000 jobs in the future. The Chief Secretary directed officials to expedite the construction of the proposed industrial police station (TOP) and helipad at Dobhi, and ensure timely availability of external infrastructure such as water supply and electricity.
The Jal Marg Vikas Project has achieved 76.78% physical progress. Instructions were given to complete the transfer of government land for the development of the IWT (Inland Water Transport) Regional Centre of Excellence at the earliest.
During the review of the Cooperation Department, it was reported that hardware has been supplied to all 4,477 approved PACS, and staff training has been completed. So far, 4,476 PACS have been declared as e-PACS, and the remaining one will be brought online within the next 7 days.
In the Urban Development review, it was shared that out of 45 dumpsites in the state, legacy waste treatment has been completed at 9 sites, while work is ongoing at 13. Discussions were also held on establishing a Waste-to-Energy plant in Patna and Waste-to-Wonder Parks in Munger and Patna.
Concluding the meeting, Chief Secretary Pratyaya Amrit directed all senior officials to ensure completion of projects within stipulated deadlines while maintaining high construction quality. Strict accountability will be enforced in case of negligence. Departments were instructed to coordinate closely for speedy resolution of issues related to land acquisition, forest clearances, and utility shifting.
The Cooperation Department was asked to ensure 100% usage of ERP software across all PACS. Similarly, the Urban Development Department was directed to install GPS in waste collection vehicles and ensure real-time monitoring through the Swachhatam Portal and ICCC dashboard. Pending tenders for legacy waste treatment should be finalized quickly, and the principles of Reduce, Reuse, and Recycle (RRR) must be strictly implemented to improve the state’s performance in Garbage-Free City (GFC) star ratings.
Senior officials from the Finance, Health, Industry, Energy, Revenue & Land Reforms, Water Resources, Cooperation, and Urban Development & Housing Departments were present in the meeting.
