The ‘Earthquake Lights’ sighted over Delhi: Are they a result of HAARP technology?

Delhi and neighboring areas were hit by an earthquake on March 21 that originated in Afghanistan. When people left their homes, they were struck by a rare and unknown sight – earthquake lights. Video footage of the rare atmospheric phenomenon was shared by witnesses on social media.

An earthquake light can be seen before, during, or after the event. Is there still a doubt that HAARP Technology has been used in this event?
