Project Stargate II – Is it AI‑Enhanced Remote Sensing & Psychotronic Intelligence?

The Stargate Project was a secret U.S. Army unit established in 1977 at Fort Meade, Maryland, by the Defense Intelligence Agency (DIA) and the Stanford Research Institute (SRI) to investigate psychic phenomena for military and domestic intelligence applications. The project, and its predecessors, operated under various code names such as “Gondola Wish,” “GRILL FLAME,” “CENTER LANE,” “SUN STREAK,” and “SCANATE,” before being consolidated and renamed “Stargate Project” in 1991. The project was terminated and declassified in 1995.

The primary focus of the Stargate Project was remote viewing, which is the purported ability to psychically “see” events, sites, or information from a great distance. This effort was initiated in response to concerns within the U.S. intelligence community that the Soviet Union was heavily investing in parapsychological research, with reports suggesting they were spending millions of rubles annually on “psychotronic” research. The CIA and DIA believed that if the Soviets were making breakthroughs in this area, the U.S. needed to explore its potential as well.

The project’s history can be traced back to 1970 when the CIA initiated funding for a program known as SCANATE (“scan by coordinate”). Remote viewing research officially began in 1972 at the Stanford Research Institute (SRI) in Menlo Park, California, with physicists Russell Targ and Harold Puthoff leading the efforts. They tested individuals like Uri Geller, Ingo Swann, and Pat Price, who were believed to possess psychic abilities . In 1977, the Army formalized its involvement with the “Gondola Wish” program, which evolved into “Grill Flame” in 1978, based at Fort Meade. The SRI research was integrated into “Grill Flame” in 1979, and the program was later redesignated “Center Lane” in 1983 and “Sun Streak” in 1985. In 1991, most of the contracting was transferred from SRI to Science Applications International Corporation (SAIC), and the project received its final name, Stargate.

Over its two-decade span, approximately $20 million was spent on the Stargate Project and related activities . At its peak, the program involved about 15 to 20 individuals, including military and civilian remote viewers. Notable individuals involved included Lt. Frederick Holmes “Skip” Atwater, Maj. Gen. Albert Stubblebine, Joseph McMoneagle, and Edwin May.

The project was terminated in 1995 after a CIA-commissioned review by the American Institutes for Research (AIR) concluded that it was never useful in any intelligence operation. While some laboratory experiments showed statistically significant effects, the reviewers were uncertain if this was due to errors, and the information provided by the program was often vague, ambiguous, and included irrelevant or erroneous data, making it difficult to yield actionable intelligence. The review stated that “remote viewings have never provided an adequate basis for ‘actionable’ intelligence operations”. Despite claims of successes, such as locating a lost Soviet spy plane or a Soviet submarine, the CIA ultimately found no case where ESP provided data that guided intelligence operations.

The Stargate Project’s declassified records are now part of the CREST archive at the CIA and a special collection called the Archives of the Impossible (AOTI) at Rice University. The AOTI collection, donated by Edwin May, the U.S. Army’s program director from 1985 to 1995, encompasses thousands of pages of declassified materials from 1972 to 1995.

The Contemporary Stargate AI Project (Launched 2025)

The contemporary Stargate Project is a massive artificial intelligence (AI) infrastructure initiative launched in January 2025 by a consortium of tech giants and backed by the U.S. government. This project aims to build the infrastructure necessary to train and operate advanced AI systems in the United States, primarily focusing on data centers and the electrical power required to run them.

Key details of this project include:

  • Partnership and Funding: The project is a joint venture involving OpenAI, SoftBank, Oracle, and Emirati AI investment firm MGX. OpenAI and SoftBank are leading the project, with SoftBank taking financial responsibility and OpenAI overseeing operations. Microsoft, Nvidia, and Arm are named as key initial technology partners.
  • Investment: The Stargate Project plans to allocate $500 billion over the next four years, with an initial commitment of $100 billion to be deployed immediately. This ambitious investment aims to construct as many as 20 data centers across the United States.
  • Goals: The primary goal is to secure American leadership in AI and enable the creation of Artificial General Intelligence (AGI), which is AI capable of learning and performing tasks at a human level or beyond. Proponents believe it could lead to breakthroughs in areas like cancer treatments and other complex problems.
  • Location: The project plans to construct data centers throughout the United States, with the first one underway in Abilene, Texas. OpenAI has also announced five new facilities in Shackelford County, Texas; Milam County, Texas; Doña Ana County, New Mexico; Lordstown, Ohio; and an undisclosed Midwest location.
  • Only Job Created to Build Stargate Project: President Trump and OpenAI CEO Sam Altman have stated that the project is expected to create hundreds of thousands of American jobs, primarily in construction, operations, and related fields.
  • Government Involvement: While the U.S. government is not directly funding the project, President Trump’s administration is involved in streamlining the process for building out the infrastructure, including addressing energy supply and land scarcity issues. This includes pledges to issue “emergency declarations” to facilitate power production and support for building facilities on federal land.
  • International Expansion: OpenAI has also extended the Stargate initiative internationally, with a new $1 billion AI data center in Norway and a partnership with the UAE to build “Stargate UAE” in Abu Dhabi.
